The University Grants Commission (UGC) has sought action-taken reports from all higher education institutions (HEIs) on their various steps to prevent caste-based discrimination at their campuses in the academic year 2023-24.
The Commission has also advised the HEIs to be more sensitive while dealing with Incidents of caste discrimination. The above instructions should also be circulated to all your university’s constituent and affiliated colleges for follow-up action.
The UGC has asked the officials or faculty members of the HEIs to desist from any acts of discrimination against SC/ST students based on their social origin.
The university, institute, or college has to develop a page on its website for lodging such complaints of caste discrimination by SC/ST/OBC students and also place a complaint register in the office of the Registrar/Principal. “If any, such incident comes to the notice of the authorities, action should be taken against the erring official/faculty member promptly,” states the UGC notice.
The University and its constituent or affiliated colleges should ensure that no officials or faculty members indulge in acts of discrimination against any community or category of students.
The University will have to constitute a committee to investigate the complaints of discrimination received from the SC/ST/OBC students, teachers, and non-teaching staff. The committee shall also include members from the SC/ST/OBC category.
UGC has asked the universities and other higher education institutions to submit a detailed action-taken report by July 31, 2024.
In the report, the UGC has asked the university/institution to mention whether it has any cell to look into the complaints of caste-based discrimination received from the affiliated/constituent colleges, the mode of solving the college problems, the number of complaints received in the colleges during the last one year, the number of complaints settled or solved and the type of instructions issued to the College against caste-based discrimination.
