The University Grants Commission (UGC) has issued a public notice soliciting applications from Higher Educational Institutions (HEIs) that are qualified for accreditation to provide programmes in Open and Distance Learning (ODL) and Online modalities for the academic year 2024-25, which begins in February 2025.
The UGC notice states that the applications are sought from HEIs as per Regulation 3(A) and Regulation 3(B)(b) of the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its amendments. HEIs that are keen can submit their applications through the online portal at deb.ugc.ac.in which will be active from October 15 to October 31, 2024. The physical copies of applications, along with the necessary affidavit and annexures, should be sent to the Joint Secretary, Distance Education Bureau, by November 15, 2024.
The notice however makes it clear that the submission of applications does not guarantee approval, as all proposals will be scrutinized based on the standards set in the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 and its amendments. Moreover, the application portal remains open throughout the year for HEIs eligible to offer Online Programmes as per Regulation 3(B)(a) and Category-I HEIs under the UGC (Categorization of Universities for Grant of Graded Autonomy) Regulations, 2018.
The HEIs have been directed to visit the UGC DEB website at https://deb.ugc.ac.in/ for prescribed application fee and for further updates.
Before filing an application to UGC DEB, deemed institutions must obtain prior approval/recommendation/NOC from AICTE for the offering of programmes (within its purview) in ODL and/or online mode.
