UGC Chairman Pushes for Semester System in Higher Education

The University Grants Commission (UGC), Chairman M Jagadesh Kumar, emphasized on Monday that higher education institutions should transition to a semester system to enhance student evaluation and improve the overall learning experience.

He highlighted that universities still relying on annual examinations for student assessment should consider adopting the semester system to foster better academic outcomes and more effective learning processes.

“We want continuous assessment of students in higher education institutions. If you conduct exams just once a year, students do not get feedback to improve their learning process. Therefore, the semester system has been adopted globally,” says M Jagadesh Kumar.

Students should also be assessed on various parameters, including mid-semester examinations, practical exercises, participation in discussions, and completion of homework assignments, he added.

The UGC Chairman further stated that at least 6,300 colleges and universities stand to benefit from the “One Nation, One Subscription” scheme, which he believes will significantly enhance the research infrastructure in higher education institutions.

The UGC Chairman addressed concerns about some states delaying the adoption of the New Education Policy, attributing the delay to political factors. He clarified that while these states are not rejecting NEP 2020, they are lagging in its implementation. He further stated that the UGC is actively working with these states to encourage and support their efforts in adopting the policy.
