Ram Nath Kovind-Led Panel Submits Report Proposing ‘One Nation One Election’ in 2029

The High level Committee on Simultaneous Elections constituted under the Chairmanship of Shri Ram Nath Kovind, former President of India, met the Hon’ble President of India, Shrimati Droupadi Murmu, and submitted its Report.

The Report, comprising 18,626 pages, is an outcome of extensive consultations with stakeholders, experts and research work of 191 days, since its constitution on 2 September, 2023.

The Committee on Elections and Legislation (HLC) in India has proposed a two-step approach to hold simultaneous elections. The first step involves holding simultaneous elections for the House of the People and the State Legislative Assemblies, followed by synchronizing elections for Municipalities and Panchayats with the House of the People and the State Legislative Assemblies.

This will ensure that Municipalities and Panchayats elections are held within 100 days of holding elections to the House of the People and the State Legislative Assemblies.

The Committee also recommends the use of a single electoral roll and Electoral Photo Identity Cards (EPIC) for all three tiers of Government. These recommendations align with the spirit of the Constitution of India and require minimal amendments to the Constitution. They conclude that these recommendations will significantly enhance transparency, inclusivity, ease, and confidence of voters, spur development processes and social cohesion, deepen the foundations of the democratic rubric, and realize the aspirations of India, which is Bharat.

The Committee’s recommendations were based on extensive consultations with various stakeholders, including former Chief Justices of India, Chief Election Commissioners, State Election Commissioners, and Chairman of the Law Commission of India. The Committee’s findings suggest that simultaneous elections could have significant economic benefits, such as improved public expenditure, educational outcomes, and social harmony.
