Pradhan Mantri Matru Vandana Yojana: Bridging Digital and Emotional Bonds – Smriti Irani

The National Event on Pradhan Mantri Matru Vandana Yojana (PMMVY) took place at Yashwantrao Chavan Centre in Mumbai, Maharashtra, featuring a technical workshop on the new portal.

The Pradhan Mantri Matru Vandana Yojana (PMMVY) was launched in Maharashtra on 1st January 2017 and revised as a component of Mission Shakti from 1st April 2022. The PMMVY 2.0 aims to provide cash incentives for partial compensation of wage loss during pregnancy, allowing women to take adequate rest before and after delivery of the child and improve health-seeking behavior among pregnant women and lactating mothers.

The PMMVY Portal and Mobile App have been developed with new features such as facial authentication technology by UIDAI, NPCI Verification of beneficiary bank accounts, and a paperless online registration system for beneficiaries and Anganwadi/ASHA workers.

The Secretary of the Ministry of Women and Child Development introduced new features, such as face authentication, DBT enabled account transfer, and NPCI mapper integration, to simplify registration and service delivery processes. For the first time, a cash incentive of Rs. 6000 for the second girl-child has been introduced in PMMVY 2.0.

The PMMVY 2.0 scheme has led to improvements in several key indicators, including an increase in child-birth registrations, institutional births, and ANC registrations. The Ministry has also established 733 One Stop Centres (OSCs), integrated Women Help Line with ERSS, Fast Track Courts for case disposal, and Anti-human trafficking units under Nirbhaya.

The event highlighted the importance of the PMMVY and its achievements, including the launch of a comprehensive User Manual for stakeholders and the release of direct benefit cash transfers for 5.68 lac first-child beneficiaries and 2.46 lakh mothers of 2nd girl-child.

“The Prime Minister’s vision for building an equitable nation for the girl child was reflected through the success of Beti Bachao Beti Padhao. In continuance of this vision, Pradhan Mantri Matru Vandana Yojana was framed and implemented. Pradhan Mantri Matru Vandana Yojana is a prime example of how Digital Connection and emotional and administrative responsibility can come together” – Smt. Smriti Zubin Irani

Chief Minister Shri Eknath Sambhaji Shinde of Maharashtra addressed the PMMVY event, highlighting the importance of women in society and their role in the country’s progress. He highlighted initiatives like women’s reservation in Parliament and the Swachh Bharat campaign, and announced plans to empower two crore women through self-help groups and food sales.
