The Indian Institutes of Management (IIM) (Amendment) bill 2023, which seeks to alter the 2017 IIM Act, authorises the “Visitor” to recommend the chairperson of the board of governors, monitor director appointment and removal, and audit the institutes’ operations.

The government disregarded concerns that the law would infringe on the autonomy of the institutes. The bill was introduced in the Lower House on July 28 by Union Education Minister Dharmendra Pradhan, but it was not debated due to disruptions caused by the Opposition over the Manipur violence. On Friday, it was approved by voice vote.

There are 20 IIMs in India. In response to the bill’s debate, Pradhan stated that the measure was introduced to guarantee “management accountability” of IIMs and that the government has “no intention of interfering with their autonomy.”
