The Punjab and Haryana High Court has issued notices to senior officials, including Gurugram’s deputy commissioner (DC), additional deputy commissioner (ADC), and mayor Raj Rani Malhotra, over allegations that Malhotra used a fake caste certificate to contest municipal elections. The controversy erupted after a Public Interest Litigation (PIL) filed on April 9 accused Malhotra and Congress candidate Seema Pahuja of submitting fraudulent Backward Class Category-A (BC-A) certificates. Petitioners argued Malhotra falsely claimed ‘Sunar’ caste status, despite records linking her to the Jat community. They cited historical documents like the 1916 "Punjab Castes" publication to support their claims.
The PIL alleged that Malhotra’s BC-A certificate was improperly issued without thorough verification, and Seema Pahuja similarly obtained a fraudulent certificate. The court observed serious concerns regarding the integrity of municipal elections under the Haryana Municipal Corporation (Amendment) Act, 2023. Meanwhile, Malhotra faces additional criticism for appointing her husband, Tilak Raj Malhotra, as an honorary adviser to the Gurugram civic body. The next hearing is set for May 22, 2025, with potential for disqualification and criminal proceedings.
