The long-running spat between the IAS and IPS lobbies in Haryana appears to be coming to a conclusion, as the state government plans to return IPS officers occupying IAS-designated posts to their respective cadre. The IAS lobby has objected to the appointment of IPS officials on numerous significant cadre jobs in the IAS, and the same is true for Haryana Police Service (HPS) officers occupying prominent positions reserved for Haryana Civil Service (HCS) officers.
This feud intensified with the previous BJP administration. Even the Chief Secretary and Additional Chief Secretary criticized the government’s decision. Interestingly, the administration assigned IPS officials to 31 non-cadre positions. Despite the government’s efforts to contain the tendency, they were unsuccessful.
The procedure of appointing IPS personnel to IAS cadre seats began with the power department and was later expanded to include the transportation and sports departments. The friction between IAS and IPS became so severe that the Punjab and Haryana High Court was forced to intervene.
The High Court has directed the DGP to file an affidavit stating how many IPS officers are posted on the cadre posts of the IAS officers. The matter is listed for hearing on October 28. Under this circumstance the state government has only two options either to lie before the court or to transfer such officers to their original cadre.
As per informed sources, the new Nayab Singh Saini government is planning to put an end to this fracas between the two lobbies of civil services and police services officers operating in the state by transferring IPS officers from the IAS cadre posts as well as the Haryana Police Service (HPS) officers from the Haryana Civil Service (HCS) posts.
