Delhi Ordinance Bill Aims to Bring Clarity to Administrative Services and Governance

A group of retired and current officials told PTI that the bill to replace the ordinance on the control of administrative services in Delhi will likely offer clarity to the chain of command and remove confusion from governance.

What are the objectives of the Delhi ordinance bill for the government?

When asked what they expect from the bill, former Delhi chief secretary P K Tripathi stated, “there should be clarity in matters of governance, which will suffer if the bureaucracy is confused over the official chain of command. Any lack of clarity impedes governance.”

He also claimed that the chief minister should have more authority over the bureaucracy in order to adequately execute governance and development-related tasks. “However, the fact remains that the Delhi chief minister never wielded authority over the bureaucracy.” It’s because Delhi is still a Union Territory,” Tripathi explained.

A Delhi bureaucrat argued that the Union government should have final say over administrative services.

“For a place like Delhi, which is the national capital, it is critical that control is with the Centre because even through transferred subjects, one can wreak havoc on the system,” added the anonymous officer.

Another top officer in the Delhi administration thought that the bill’s passing would “streamline governance” by resolving the question of authority over administrative services.

“The bill essentially transfers service matters to LG.” It implies that any misunderstanding among cops about whether to obey directions from the elected dispensation or the LG would be put to rest for the for being,” the officer said.

Why is the AAP opposing the Delhi ordinance bill?


When the Government of the National Capital Territory of Delhi (Amendment) Bill, 2023, allowing the lieutenant governor authority over the transfer and posting of city government personnel, was introduced in the Lok Sabha, it was met with fierce criticism. The ruling Aam Aadmi Party (AAP) called the bill “undemocratic,” warning that it would usher in “babucracy” and the destruction democracy.
