The Indian government has undertaken numerous initiatives to enhance exports, production, and employment in the textiles sector since 2019. These measures aim to propel the industry towards greater competitiveness and innovation.
PM MITRA Parks: A Major Leap
The government has sanctioned the establishment of seven Pradhan Mantri Mega Integrated Textile Region and Apparel (PM MITRA) Parks in both Greenfield and Brownfield sites, with an allocation of ₹4,445 crore over seven years, ending in 2027-28. These parks will be situated in Tamil Nadu, Telangana, Gujarat, Karnataka, Madhya Pradesh, Uttar Pradesh, and Maharashtra.
Production Linked Incentive (PLI) Scheme
To boost the production of MMF Apparel, MMF Fabrics, and Technical Textile products, the PLI Scheme has been launched with an approved outlay of ₹10,683 crore. This initiative has seen the selection of 73 companies, aiming to scale up and enhance the competitiveness of the textile sector.
Rebate of State and Central Taxes and Levies (RoSCTL)
The RoSCTL scheme is being implemented to support the export of apparel, garments, and made-ups, thereby enhancing the sector’s competitiveness in the global market.
Advancing Research and Innovation
An allocation of ₹1,480 crore has been made for advanced research and innovation in the Technical Textiles sector. To date, 137 research and development projects have been approved, with 49 sanctioned in the fiscal year 2023-24 alone.
Samarth Scheme
Under the Samarth Scheme, 3.27 lakh beneficiaries have received skill development training, including 1.33 lakh in 2023-24.
Silk Samagra-2 for Sericulture Development
Implemented since January 19, 2022, Silk Samagra-2 focuses on the comprehensive development of the sericulture industry. It covers various sectors including Mulberry, Vanya, and Post-cocoon, enhancing the quality, productivity, and production of raw silk while creating rural employment opportunities.
National Handloom Development Programme
This program provides financial assistance to handloom agencies and weavers for raw materials, upgraded looms, solar lighting units, workshed construction, skill training, product development, and marketing. Additionally, it offers concessional loans under the weavers’ MUDRA scheme, scholarships, and social security.
Raw Material Supply Scheme (RMSS)
The RMSS ensures the supply of quality yarn and blends at subsidized rates to eligible handloom weavers. In the financial year 2023-2024, 340 lakh kg of yarn was supplied under this scheme.
National Handicraft Development Programme
This program, along with the Comprehensive Handicrafts Cluster Development Scheme, supports artisans through marketing, skill development, cluster development, direct benefits, infrastructure, technology support, and assistance via Ambedkar Hastshilp Vikas Yojana.
These initiatives reflect the government’s commitment to bolstering the textiles sector, fostering innovation, and creating employment opportunities across the nation.
