Canada’s commitment to addressing its labor shortage crisis has led to a significant increase in the number of immigrants welcomed into the country. With a target of inviting 465,000 new immigrants in 2023 and a record-high of 405,000 permanent residents in 2022, Canada is actively pursuing its immigration goals. So far, over 60,000 candidates have received invitations through Express Entry draws this year. In the second half of 2022, even higher numbers of immigrants are expected to be invited, as the country focuses on specific categories and implements initiatives to address labor shortages.
Category-Based Draws and Tech Talent Strategy: The Immigration, Refugees and Citizenship Canada (IRCC) has already begun category-based draws and recently introduced its tech talent strategy. These measures aim to attract skilled professionals who can fill the country’s labor shortages in specific industries. By targeting the right talents, Canada intends to match the skills and expertise required in the job market.
Expected Invitations through PNP Route: Canada has also expressed its intention to invite approximately one million immigrants through the Provincial Nominee Program (PNP) route this year. This initiative provides additional opportunities for immigrants to obtain permanent residence and contribute to the Canadian economy.
Recap of Previous Express Entry Draws
Throughout the year, Canada has conducted several Express Entry draws, inviting candidates from various programs under the Express Entry system. Here is a summary of the draws held:
- January: Two draws resulted in a total of 11,000 Invitations to Apply (ITAs) with Comprehensive Ranking System (CRS) scores of 507 and 491.
- February: A draw invited 3,300 candidates with a minimum CRS score of 489.
- March: Within three weeks, 21,000 ITAs were issued, and the CRS cut-off score dropped to 481, the lowest in over two years.
- April: Two consecutive draws resulted in a total of 7,000 ITAs, with a CRS score of 483.

Canada’s Express Entry system continues to facilitate the immigration of skilled professionals to address labor shortages. With over 60,000 candidates already invited in the first half of 2022, the country aims to attract even more immigrants in the second half. Category-based draws and the implementation of a tech talent strategy reflect Canada’s commitment to filling specific job market needs. The Provincial Nominee Program will also play a crucial role in welcoming immigrants. As Canada remains dedicated to its immigration goals, prospective candidates can expect further opportunities to obtain permanent residency in the coming months.
