Kuwaiti attorney Haya Al Shalahi has revealed that individuals found guilty of sending heart emojis to females in Kuwait could face a fine not exceeding 2,000 Kuwaiti dinars and a prison term of up to two years. Similarly, Saudi Arabia has adopted a similar stance, deeming the sending of ‘red heart’ emojis on WhatsApp a punishable offense. Additionally, a fine of 100,000 Saudi Riyals might be imposed, underscoring the severity with which the authorities view this behavior.

A noted cybercrime expert has highlighted that, according to Saudi law, such expressions in online conversations might be interpreted as a form of harassment, potentially leading to legal action. Al Moataz Kutbi, a prominent member of the Saudi Anti-Fraud Association, has emphasized that the usage of specific images and phrases in online interactions could potentially be deemed a harassment crime if a complaint is filed by the offended party.
